In recent years, while governments around the globe have been prevaricating over carbon emission policies and scientists arguing over the existence of global warming, the arctic has been melting. To the native Inuits of Northern Canada, the United States, Russia and Greenland, global warming is a reality, not a series of hypothetical scenarios. Since the millennium they have seen their landscape, their livelihood and their very cultural identity eroded at such an alarming rate that they now look set to become the first society to fall victim to climate change in the 21st century. Tomorrow the Norwegian state will release an area worth US $5.56 billion to the residents of Finnmark County. The area, the size of Denmark, wil be governed by the elected representatives of the Sameting, the Sami parliament. (Aftenposten, July 2006)

- Lands of the Sami

Long before the concept of national borders existed, the Sami people of arctic Europe inhabited the regions now known as Norway, Sweden, Finland and the Russian Kola Peninsula. They led a nomadic life - hunting, fishing and following the seasonal migration of wild reindeer - and their culture and spirituality developed around their relationship with the land and its resources. The Sami culture is still alive today, despite centuries of repression from the region's four modern nations. - Roma Human Development Report - UNDP

The idea of this report emerged at the beginning of 2001. Initially, it was envisaged as a document presenting the situation of Roma in human development terms in five of the countries of the region. Many people were skeptical about the need to produce another report. UNDP/RBEC desperately desired to avoid adding to an already vast literature on the simple description of the Roma situation in the region. This is the reason for which the report has been planned as being an initial starting point of a wider project. The broader and more ambitious objective is to encourage the debate and exchange of information on the issue, to merge different organizations' efforts where possible and to bring about real change in human development opportunities for marginalized communities of which Roma are the most numerous. That is the real objective of this knowledge site.
