Communal land and the amendments to the Aboriginal Land Rights Act (NT)

This paper is written as a response to the former Federal Aboriginal Affairs Minister Amanda Vanstone's call for 'robust debate' on the Howard Government's 'quiet revolution' in Aboriginal Affairs. It takes as its focus the amendments to the Aboriginal Land Rights Act (Northern Territory) 1976, in particular the proposal to establish a mechanism to effectively privatise areas of Aboriginal land (Michael Dodson and Diana McCarthy, Australian Institute of Aboriginal and Torres Strait Islander Studies, 2006).

Draft United Nations Declaration on the Rights of Indigenous Peoples

This was conceived in 1995 when the UN Commission on Human Rights established a Working Group with its drafting as its purpose. It was ratified by the newly formed UN Human Rights Council in July 2006, and voted on in the UN General Assembly in September 2006. Among other things, the draft delcaration recognises that indigenous peoples have the rights to freely determine their relationships with states in a spirit of coexistence, mututal benefit and full respect.

9 August: International Day of the World's Indigenous People

By resolution 49/214 of 23 December 1994, the General Assembly decided to celebrate the International Day of the World's Indigenous People on 9 August every year during the International Decade of the World's Indigenous People. In 2004 the Assembly proclaimed a Second International Decade by resolution 59/174. The goal of this Decade is to further strengthen international cooperation for the solution of problems faced by indigenous people in such areas as culture, education, health, human rights, the environment, and social and economic development.

A Decade of Rhetoric for Indigenous Peoples

by Gerald Taiaiake Alfred and Jeff Corntassel Indigenous Peoples Research Chair Mon, 12 Jan 2004 Few people may realize that we are living in the United Nations' International Decade of the World's Indigenous People (1995-2004). As with other UN designated Decades - Women (1976-1985) and the Eradication of Colonialism (1990-2000) - the goal stated at the outset of the Indigenous Decade was ambitious: to strengthen international cooperation for the solution of problems faced by Indigenous peoples in the areas of human rights, culture, the environment, development, education and health. As the Decade comes to a close this year, it is apparent that the Decade has been remarkable only in the emptiness of the UN's rhetoric and in how so little has been done by states and international organizations to bring practical effect to their lofty rhetorical concern for Indigenous peoples.

Bolivian Social Movements Mobilize for Constitutional Referendum

Centre for Indigenous Governance and Development

Established in 2004, the Centre for Indigenous Governance and Development is an internationally recognised centre of research excellence in the field of indigenous governance and development, focussing on local and broader cross-national and international issues concerning indigenous peoples across the world. The Centre promotes the integration of indigenous worldviews with sound governance and development principles in order to build indigenous capacity, facilitate indigenous involvement in governance at all levels, and develop quality outcomes for indigenous peoples. The Centre will therefore facilitate constructive partnerships and collaborations amongst indigenous groups, research and academic institutions, public and private sector organisations and encourage dialogue and research on indigenous governance and development.

Centre for Indigenous Peoples' Nutrition and Environment (CINE)

CINE was created in response to a need expressed by Aboriginal Peoples for participatory research and education to address their concerns about the integrity of their traditional food systems. Deterioration in the environment has adverse impacts on the health and lifestyles of Indigenous Peoples, in particular nutrition as affected by food and food traditions.

Chile: Emerging Party Seeks Self-Government for Mapuche People

Wallmapuwen, which means "people of the Mapuche land" in the language of that indigenous group, aims to formally become a political party in July 2008 in several regions of southern Chile. One of its main goals is to achieve self-government for the Mapuche people. (IPS, 10 March 2008)

Dirty Business, Dirty Practices: How the Federal Government Supports Canadian Mining, Oil and Gas Companies Abroad

Large-scale mining, oil and gas extraction is dirty business. Extractive projects often pit investors, extractive companies and national governments against communities and indigenous groups who seek to protect land and resources that support their livelihoods. Economic exclusion and discrimination : the experiences of minorities and indigenous people (pdf)

This report highlights the key role of ethnic, religious or linguistic discrimination in establishing and perpetuating economic exclusion against minorities and indigenous peoples. The causal link between these forms of discrimination and economic exclusion often remains hidden due to insufficient data and lack of understanding by development actors of their role in the process of entrenching poverty. However, this connection has serious implications for development policy aimed at reducing poverty and inequality, a major priority of many current development efforts. The report states that economic exclusion is just one of many forms of exclusion including lack of social and political opportunity and participation and argues that discrimination against minorities and indigenous peoples is an important dimension of poverty and other forms of economic exclusion (such as under-employment or poor access to credit) that is often ignored. Endangered languages, endangered knowledge, endangered environments

This working conference was the first international joint meeting of linguists, anthropologists, ethnobiologists, cognitive psychologists, cultural geographers, economists, biologists, ecologists, natural resource conservationists and managers, and indigenous rights advocates to discuss the interrelated threats faced by the linguistic/cultural and biological diversity of the planet. The goal was to identify a common framework and to formulate integrated plans for systematic research, training, and action aimed at addressing urgent preservation and promotion needs in this biocultural sphere. A special focus was on the role of traditional environmental knowledge and the languages in which it is encoded in the conservation of the world's ecosystems and the maintenance of sustainable human-environment interactions.

Ethnic polarization, potential conflict and civil wars [PDF]

Written by Jose G. Montalvo and Marta Reynal-Querol (July 2004) this paper analyzes the relationship between ethnic fractionalization, polarization, and conflict. In recent years many authors have found empirical evidence that ethnic fractionalization has a negative effect on growth. One mechanism that can explain this nexus is the effect of ethnic heterogeneity on rent-seeking activities and the increase in potential conflict, which is negative for investment. However the empirical evidence supporting the effect of ethnic fractionalization on the incidence of civil conflicts is very weak. Although ethnic fractionalization may be important for growth, we argue that the channel is not through an increase in potential ethnic conflict. We develop a new measure of ethnic heterogeneity that is a significant variable in the explanation of the incidence of civil wars.

Fair Trade & Indigenous Peoples

Volume 29.3 When fair trade is examined from an indigenous rights point of view, the empowerment of indigenous peoples becomes the key concern. This newest issue of Cultural Survival Quarterly is meant to open a dialogue between fair traders in the North and the indigenous peoples whom the system is meant to serve. In doing so, we hope to help the fair trade movement move beyond being simply a market niche and realize its full potential as a vehicle for social change.
