Lives on Hold: The Human Cost of Statelessness

A Report by Refugees International, 02/14/2005. Lives on Hold: The Human Costs of Statelessness is Refugees International's new 50-page report that highlights the difficulties faced by an estimated 11 million individuals worldwide who have no citizenship or effective nationality. These stateless people are international orphans who have fallen through the cracks of the United Nations. They regularly cannot participate in the political process of any country and are guaranteed no legal protections. Because of their status, millions of stateless people have difficulty in obtaining jobs and owning property, receive inadequate access to healthcare and education, and suffer sexual and physical violence. The report documents the human costs of the problem in more than 70 countries with particular emphasis on groups in Bangladesh, Estonia and the United Arab Emirates, and provides recommendations to the international community on what must be done by the UN, individual states and donor governments like the United States.

Living Space for Environmental Refugees

LiSER is an organisation that focuses on the identification and recognition of environmental refugees. LiSER was founded by people who are involved in refuge care, environmental organisations, human rights organisations and development agencies. The main goal of LiSER is to see these various organisations join together by broadening their original working goals and mandate to environmental refugees.

Managing Migration Means Potential EU Complicity in Neighboring States' Abuse of Migrants and Refugees

Current EU migration polices are largely focused on keeping migrants and asylum seekers outside EU borders. However, these policies have failed to ensure that the rights of migrants and asylum seekers are respected, particularly in neighboring transit countries to the east or across the Mediterranean. Neighbours in Need; Zimbaweans seeking refuge in South Africa

"This 119-page report examines South Africa's decision to treat Zimbabweans merely as voluntary economic migrants and its failure to respond effectively to stop the human rights abuses and economic deprivation in Zimbabwe that cause their flight and to address their needs in South Africa. Human Rights Watch spoke to almost 100 Zimbabweans in South Africa about their plight."

Nepal: Bhutanese Refugee Tensions Erupt Into Violence: Nepali Police Need to Protect Refugees' Freedom of Expression

Violence continues in Nepal towards Bhutanese refugees. On May 27, a group claiming to be members of the Bhutanese Communist Party (Marxist-Leninist-Maoist) attacked refugees who have voiced support for a US offer to resettle Bhutanese refugees. In response to the violence, a contingent of the Nepal Armed Police opened fire on the mob. Human Rights Watch states that although there is no question that Bhutanese refugees have a right to return to Bhutan, they also have the right to make choices on essential issues like resettlement without threats, intimidation or violence (Human Rights Watch, 31 May 2007).

Pipe Dreams: The World Bank's Failed Efforts to Restore Lives and Livelihoods of Dam-Affected People in Lesotho [pdf] 577.64 KB

International Rivers Network, by Ryan Hoover, 2001. The Lesotho Highlands Water Project (LHWP) is the most massive infrastructure project ever constructed on the African continent. It involves six large dams, which, if completed, will transfer the equivalent of one swimming pool full of water every second (over 70 cubic meters) to South Africa's industrial center, Gauteng Province, and supply 72MW of hydroelectricity to Lesotho. Two of the dams alone dispossessed nearly 20,000 people of land and resources. This report considers the negative impact that this project has had on Lesotho's economy and social fabric.

Post-9/11 Security Laws Hampering U.S. Refugee Resettlement Program

The application of laws put in place to protect the United States from terrorist activity is preventing refugees from being resettled here. The USA PATRIOT Act of 2001 and the REAL ID Act of 2005 expanded the definition of terrorist activity and the categories of terrorist organizations, with the result that staff of the Department of Homeland Security are screening out refugees who provided incidental support under extreme duress to armed groups on the grounds that they provided "material support" to terrorists. This interpretation of U.S. law is resulting in a perverse outcome: victims of terrorism are being designated terrorist supporters and blocked from receiving sanctuary and a chance to start a new life in the United States. In recent years, the issues of international migration and asylum have risen to the top of the international agenda. The pressures and opportunities linked to the process of globalization have led to an increase in the number of people moving from one country and continent to another. At the same time, insecurity and armed conflict in many of the world's poorest and economically marginalized states have triggered new waves of displaced people. This WIDER Policy Brief explores the different options available for overcoming problems associated with migration, examining issues such as the liberalizing migration policies; protecting refugees in regions of origin; addressing the root causes of migration and refugee flows; influencing perceptions of the costs and benefits of migration; and developing international migration management. While none of these options provides a panacea to the challenges of migration and asylum, they might in combination lead to a more effective and equitable international response to the issue of human mobility.

Promoting the female condom to refugees [pdf]

UNHCR and its partners have been providing male condoms since the late 1990s. However, uptake remains alarmingly low. The public health rationale for condom use in the refugee setting is compelling, as refugees are particularly vulnerable to HIV and sexually transmitted infections (STIs). Reach Out

Reach Out is a joint initiative of several international humanitarian agencies on refugee protection training. It constitutes a three-year program to disseminate basic refugee protection knowledge by means of workshops targeting mid-level humanitarian assistance practitioners from NGOs and the Red Cross/Crescent Movement. The aim of the Reach Out project is to enhance refugee protection awareness, knowledge and skills of those persons responsible for the delivery of humanitarian assistance within NGOs, RCRC National Societies and their International Federation and to improve operational co-operation between UNHCR and course participants.
