What Attracts Tourists to Paradise? [PDF 796KB]

This paper investigates the determinants of tourism demand in the Eastern Caribbean Currency Union. We estimate the demand function in a panel setting using annual data from 1979 to 2005. Results show that tourism arrivals are significantly affected by economic developments in the source countries, while price considerations and external shocks (such as hurricanes and wars) are also important. Supply factors, such as developments in foreign direct investment and the number of airlines servicing a destination, are also found to be significant determinants of tourism demand. Tourism: more harm than good?

Tourism boosts economic development in many developing countries through contributions to Gross Domestic Product, export earnings, tax revenues and service charges. But there are concerns about how much of this money reaches the poorest people in a country, and whether tourism actually causes them more harm than good. (id21 Highlights, October 2008)

Medical Tourism: Health Care Free Trade

Global competition in health care is allowing more patients from developed countries to travel for medical reasons to regions once characterized as "third world." Many of these "medical tourists" are not wealthy, but are seeking high quality medical care at affordable prices. To meet the growing demand, entrepreneurs are building technologically advanced facilities in India, Thailand, Latin America and elsewhere, and are hiring physicians, technicians and nurses trained to American and European standards to run them (National Center for policy Analysis, 12 August 2008)

This article offers some explanations as to why travel and tourism leaders are now feverishly working at the climate change front. Tourism and sustainability in Brazil

This report examines the tourism industry in Brazil. Using the case study of Porto de Galinhas, a small village in Brazil's Northeast, the authors analyse sustainability issues in the tourism industry and map the value chain of tourism to Brazil. Porto de Galinhas has experienced a boom in tourism over the past five years, and the village is struggling to harness the benefits of this growth without losing its socio-cultural identity or compromising the local environment. The authors give recommendations on how companies, local entrepreneurs, governments and tourists can act to ensure that tourism contributes to the sustainable development of local communities in Brazil and elsewhere in the world. Can tourism help reduce poverty in Africa?

This briefing paper, in answering this question, argues for the need for a re-examination of the evidence of the potential role for tourism as part of a broader pro-poor growth strategy in Africa. It critically looks examines the four propositions given in the case for tourism as an engine of pro-growth in Africa: that tourism is significant for African economies; that some of the benefits of tourism already reach the poor; that the prospects for African tourism look good; and that interventions to increase the pro-poor impact of tourism in Africa are tried and tested and ready for replication. Is the future green?

What we pay for our holidays today does not in any way reflect the lasting impact our visit can have on a destination. This article reflects on the $1.6 trillion-a-year tourism industry, which employs one in every 11.5 workers on the planet, and questions how it can continue to grow without trashing the very assets - the pristine beaches, the ancient ruins, the mountains, the centres of culture - on which it so greatly relies. It questions how 'eco' is 'ecotourism' and asks whether it can move beyond the industry's fringes. (Leo Hickman, The Guardian, Saturday May 20, 2006)

Making Tourism More Sustainable: A Guide for Policy Makers

To support the integration of sustainability into tourism policies, UNEP and the World Tourism Organization have conducted a two years research on approaches and tools for the development and implementation of sustainable tourism policies that have demonstrated to be effective in practice. The research addressed the development and the implementation of sustainable tourism policies, strategies and tools to create the appropriate environment for the development of sustainable tourism activities. The results are presented in 'Making Tourism More Sustainable: A Guide for Policy Makers'. The Guide presents a comprehensive set of instruments for governments, ranging from planning regulations to economic instruments and the application of certification and indicators, and it sets out 12 aims for sustainable tourism and their implications for policy, and describes the collaborative structures and strategies that are needed at a national and local level. It also identifies ways to influence the development and operation of tourism enterprises and the activities of tourists. The Guide, developed with the contribution of many experts from the field, is illustrated by numerous examples and case studies across the world.

Indigenous Ecotourism and Sustainable Development: The Case of Río Blanco, Ecuador

The indigenous Quichua community of Río Blanco, in the Ecuadorian Amazon (Napo Province), was founded in 1971 by Quichua migrants from the Andean foothills, where, as a result of population growth and inmigration of mestizo agricultural colonists, the supply of land was becoming short. Since 1971, the economy of Río Blanco has shifted from one based almost entirely on subsistence agriculture and hunting to one reliant on cash crops such as coffee, cacao, rice and maize. Río Blanco has experienced high population growth in the past twenty years which, along with a rising cost of living, has driven the people of the community to expand greatly the amount of land under cultivation. As a result, the amount of primary tropical forest has decreased until, in 1995, it accounted for less than half of the community's main block of land. Facing continued population growth, the community has developed an ecotourism project as an alternative economic activity which may protect the forest rather than clear it.

Preliminary Assessment of the Environmental & Social Effects of Trade in Tourism (pdf)

WWF International Discussion Paper May 2001 by Natacha Juda and Sarah Richardson. Little is known about the environmental and social effects of liberalising services. Given the pace of globalisation and the growing importance of services trade, there is a case to be made for developing a better understanding of how further liberalisation of service-related activities could impact the environment and social well-being in countries engaged in that trade. Travel and tourism is a priority sector for assessment because of its broad economic, environmental and social implications throughout the world, and its place in WTO negotiations. The study seeks to determine the role played by trade and trade liberalisation policies in supporting or constraining opportunities for sustainable development in the tourism sector.

1Responsible Tourism Code for the Pacific  pop

Developed by Dev-Zone, the aim of the Responsible Tourism Code for the Pacific is to educate travellers about how to behave more responsibly (both culturally and environmentally, and as a consumer) while on holiday in the Pacific. The Responsible Tourism Code does not endorse particular tourism and travel ventures but rather encourages tourists to take responsibility for their own choices and behaviour. We hope people use the Code as a guide in making their travel decisions but we also see the Code as a starting point for something more - encouraging people in Aotearoa to discuss and debate the issues of tourism and development. The Code is free to download and use and can be distributed by anybody. Please visit the website for the code.

Massive growth of ecotourism worries biologists

Something weird is happening in the wilderness. The animals are becoming restless. Polar bears and penguins, dolphins and dingoes, even birds in the rainforest are becoming stressed. They are losing weight, with some dying as a result. The cause is a pursuit intended to have the opposite effect: ecotourism. The massive growth of the ecotourist industry has biologists worried. Evidence is growing that many animals do not react well to tourists in their backyard. The immediate effects can be subtle - changes to an animals' heart rate, physiology, stress hormone levels and social behaviour, for example - but in the long term the impact tourists are having could endanger the survival of the very wildlife they want to see.

Tourism: the world's blessing or curse?

Shaken by international terrorism and a global economic slowdown, the tourism industry began a slow recovery in 2002. But new elements, such as the borderless SARS virus, still threaten what has become one of the world's largest industries. Could this slowdown in the tourism industry be a blessing in disguise? Despite being an important generator of income and jobs worldwide, tourism has many negative impacts, including environmental and social repercussions and the potential loss of benefits for local enterprises as a result of foreign ownership of tourism businesses. For places of "outstanding value to humanity", such as those designated as UNESCO World Heritage Sites, tourism is a double-edged sword. It offers many impoverished communities the chance to reap financial rewards, but also threatens the very resources-human and natural-upon which the industry is ultimately built.

Tearfund, 2000. This report summarises the findings of market research into consumer attitudes towards ethical issues in tourism carried out by Ipsos-RSL on behalf of Tearfund. Tearfund is investigating the connections between tourism and development and what can be done to increase the positive and reduce the negative contributions it makes. Tearfund has therefore asked 2,000 members of the general public what consideration they give to ethical issues when booking their holidays, and in what ways they would be willing to change their behaviour.

Burma Boycott: Too Black And White

`Tourism strengthens the military dictatorship in Burma and that's why you should not go there for a holiday´. That, in a nutshell, is the view of democracy activist Aung San Suu Kyi and of a number of western-based aid organisations. So is a tourism ban the proper answer to Burma's problems? A personal commentary by Yvette Turlings, 12 September 2002 (Radio Netherlands).

Pro-Poor Tourism: Harnessing the World's Largest Industry for the World's Poor

Full text (PDF) of a report by Dilys Roe IIED, UK and Penny Urquhart Khanya, South Africa. In most countries with significant levels of poverty, Tourism is significant or growing, which makes the industry a fact of life for many of the world's poor. This paper outlines the concept of pro-poor tourism and its potential contribution to poverty alleviation. It reviews experience to date and discusses the role of various stakeholders: government; the private sector; NGOs; CBOs; the poor themselves. The paper concludes that early experience of pro-poor strategies show that they do appear to tilt the benefits of tourism towards the poor. It finds that local or district level poverty reduction is acheivable but that national level impacts on poverty through tourism will require a greater shift in business practice (Eldis).

Pro-poor tourism

Pro-poor tourism (PPT) is tourism that generates net benefits for the poor. PPT strategies aim to unlock opportunities for the poor, rather than to expand the overall size of the sector. Opportunities may be for economic gain, other livelihood benefits, or engagement in decision-making. PPT strategies are not confined to a specific product or sector of tourism, as PPT is an approach to the industry. PPT strategies involve a range of stakeholders operating at different levels, from micro to macro. Stakeholders include government, the private sector and civil society, as well as the poor themselves who act as both producers and decision-makers. PPT overlaps with, but is different from, 'sustainable tourism' and other forms of alternative tourism.
